The Collapse of the 28-Clause Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the crisis caused by the announcement of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been contained. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: another massive barrage of aerial bombardment on Kyiv.

The Rhythm of Peace Talks and Military Action

The chain of contrasting events captured the grim essence of the current period. By day, political struggles are fought: positive announcements are released from multiple capitals. Immense energy is expended on containing certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "settlement".

Nocturnal Warfare

As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is capable of detecting missile launches from Russian territory, a ability enabled by timely intelligence. From witness perspectives, defense planes that had been dispatched to counter approaching aerial threats roared overhead – modern combat jets provided to Ukraine by Western partners.

Moments later, Kyiv's air-defence systems thundered: defensive missiles deployed against a Russian ballistic missile. This was a modern interception technology at work, most likely supplied through allied countries. Every firing jolts you unexpectedly, rattling buildings. The moment of terror quickly transforms into grim resignation: maybe the hostile projectile won't hit its mark this time, protecting urban areas from ruin and additional electricity failures.

Persistent Threats

Following this, a automatic firearm opened up on a unmanned aircraft in the vicinity, part of a rapid response unit – almost certainly Western-made equipment. Regrettably, the projectiles didn't strike the hostile drone – it continued its flight toward its destination.

Intermittently, this persisted until dawn. Kyiv greeted the daybreak reports: multiple fatalities, devastation and utility failures in many homes as a result of the nocturnal offensive. As typically, everyone still continued their routines – experiencing conflict. But those full day demonstrated Ukraine's critical military reliance on international aid – a need that regional partners are clearly incapable to substitute in the immediate future.

Ineffective Peace Efforts

The comprehensive proposal from American leadership provoked deep reactions, debate and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.

Every new approach from US leadership adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually secure success. This cycle will, undoubtedly, continue.

Tactical Assessments

It is easy to blame certain parties of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. US administration operates on a premise familiar among experienced diplomats: you cannot win at the negotiating table what you have lost on the battlefield. The US administration assumes that it is unfeasible to compel Moscow to relinquish the territory that it already controls in Ukraine's south or east.

The issue is that while recognising this factual reality, Washington does minimal to discourage Russia, through diplomacy or military means, from thinking that the current condition will not change more in its favour in the coming year.

Divergent Views

Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their incentive to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's government remains highly assured in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing civilians and areas but preventing a total frontline collapse until circumstances change in its favour.

Existing Situation

Factually, there are no real preconditions for a ceasefire. Now, individual motivations are entering the equation: personal goals to mediate resolution and secure international recognition, and Kyiv's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unworkable, so that their attention does not move to internal issues. And although their task will now be considerably more difficult after recent developments, it remains highly unlikely that this will modify their basic position.

These opposing factors are driving the talks.

Assessment and Future

It took a just a single week to eliminate the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, latest revelations, all served their function.

While new initiatives based on old ideas are approaching, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and show specific hesitation to change the course of events, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, largely rely on ongoing international assistance.
